I don't know what the charges for cell phones are like but if I had one I would try to keep the bill low by only using my cell phone when I have to.

you can get charged text messaging, internet use, background images, and some ringtones. I am on a family plan and only have to pay $10 a month
internet text games ringtones calls you can not text as much and cut down on your minutes so you dont have to pay alot. plus you can also not use the internet and you can also use the ringtones that are already on the phone.
you get charged for minute texting picture messaging and internet to keep it minimum by not useing picture messaging and the internet
